Sergent Earl Manley was part of Andrew Ryan's security forces in Rapture. After being tasked with keeping an eye on Sofia Lamb's activities during her therapy sessions, he was eventually convinced that his duty was to the common man, and not to Ryan.
He is one of the characters who was cut during the development of BioShock 2.

- Oddly, even though this diary was removed from gameplay, it still appears in the game files under the name "
VO_GAL_L_4L11_TwnklToes_01." From the format of the other files, it seems this diary was to appear on Dionysus Park level, and was nicknamed "Twinkle Toes." Oddly, also according to the naming format, "4L11" would be where the shorthand for his name would be.
