James was a citizen of Rapture and the lover of Grace Holloway. He met her in the The Limbo Room, after hearing her sing and agreeing with the sentiments of her songs. He attempted to organize people against Andrew Ryan but was abducted for his actions. His disappearance had a profound effect on Grace, causing her to sing pro-Ryan propaganda in fear of being taken away as well.[1]

James "disappeared" long before the events of BioShock 2, but Grace kept love notes from him, reading "All my love James", on her vanity mirror in both The Limbo Room and her Sinclair Deluxe apartment, which can be seen by Subject Delta on his journey.
