Who was Atlas at this point ?   Nobody.

Why should anyone take his orders, deranged Splicers in particular ?   Many wouldnt.

Who would win usually between a Spliced thug and an Unspliced thug ?  The Spliced thug.

How many seconds does it take to kill 'Atlas' with a shotgun or pistol while hes not looking ?   About 2 seconds.

When the City is already feeding the prison inmates, why getting more food impress them ?   It wouldnt.

If the City wasnt feeding the inmates, how long would any stash Atlas have last in feeding them ?   Not long.

Was THIS 'Atlas' someone else, who once dead by the inmates hands, his identity could be assumed by Fontaine.   Possibly.


Fontaine was dead before they where sent to the department store....

Yes Fontaine who they (his victims) knew who HE was and what HE did to people - and had 'muscle' he had brought with him from the surface to carry out his extortions and terrorizing the workers, from the start.

SO here is some new guy throwing his weight around making himself 'the boss' and  many down in that prison probably wouldnt go along with it , and have plasmids and weapons  (and mental instability and desperation) to make it much easier to rid themselves of  this self proclaimed king.

This would have happened long before the point in the DLC, if they have been there for a while or even in whatever holding area they were before. 

We arent told how long 'Atlas' was active BEFORE the Shootout  ---  a complex  command situation at Neptunes Bounty (original story had the Sep 15 shootout there) if Fontaine wasnt around to issue orders - could Reggie his pet  thug (now looking like Fontaine) do a sufficient job in that interim ??)
