In-game appearance[]
Shouldn't there be both info and pics of Downs' appearance in-game? In the Good Time Club he's seen nailed to the wall when you enter it, and after you travel to the alternate reality he's one of the enemies that you have to get through when you're trying to get out.

Wounded Knee was a short ( few days) military engagement (a massacre largely) . Sioux is not something you 'learn to speak' in a few short hectic hours/days - he was also a soldier with duties and fratenizing with the (still alive) indians probably wouldnt be allowed.

Judging by a radio announcement in Emporia, he presumably took over leadership of the Vox after Daisy's death in Finkton, as a voice similar to his is heard ordering the Vox forces in control of the district to execute or capture any remaining citizens left in the area.
