Vera Prescott was a spectator to the Rapture Civil War between Atlas and Andrew Ryan. It appears from her quotes that Vera moved in the higher circles of Rapture society. Her first quote mentions that she was late for the New Year's Eve party at the Kashmir which luckily meant she avoided the riots. She also appears to have been a patient of J.S. Steinman or had some connection to his surgery practice in the Medical Pavilion.
